Penang Grocery Campaign Targets Household Budgets

Shoppers in George Town can now add basic food items to their grocery carts for donation to families struggling with living costs, under a state-backed initiative launched to ease household financial pressure. The Semeja Harapan campaign sets up collection bins inside participating supermarkets where buyers can leave extra purchases.

Mutiara Food Bank chief operating officer Damien Fong said the campaign is structured to make charitable giving straightforward during routine shopping trips. Donors can drop off food items in designated bins that staff collect when they reach roughly 80% capacity.

Nutritious Food Demands Shape Collection Guidelines

Organizers are asking participants to look beyond basic staples and select items that provide nutritional variety for recipient households. While rice, cooking oil, sugar, and flour remain useful, Fong encouraged donations of shelf-stable goods that do not require refrigeration.

We want families receiving assistance to have a balanced diet and more choices when preparing meals, Fong said, noting that accepted items include milk powder, canned sardines, tuna, dried beans, nuts, oats, and dried mushrooms. The food bank accepts all types of food donations under the campaign except for cooked meals.

Direct Distribution Serves Vulnerable Penang Residents

Assistance reaches single mothers, homeless individuals, people from broken families, and households facing immediate financial hardship. The organization maintains a low-barrier intake process where individuals seeking help can contact the food bank directly without facing strict vetting procedures.

We do not question their circumstances because we understand that anyone approaching us for food is already in a difficult situation, Fong said, explaining that staff only record names and take photographs for administrative records before providing food for family members at home.

Mutiara Food Bank Distributes Surplus Produce to Poor Households

The Mutiara Food Bank operates as a state-run initiative established in 2017. State welfare committee chairman Lim Siew Khim stated that 11,105 households remained registered under the poor category as of September 30, warning that timely intervention is necessary to prevent families from slipping into hardcore poverty.

Beyond the supermarket collection bins, the food bank collects surplus fresh produce and bread daily for distribution through community centers, village community management councils, residents’ associations, and mosques. Operations extend to vegetable collection points in Kulim and Sungai Petani, alongside wholesale market pickups in Macallum every Tuesday and Bukit Mertajam as required. The organization also runs a cooked-meal program funded by corporate sponsors at a cost of about RM6.50 per meal, and has redistributed more than 2,000 tonnes of surplus food that would otherwise have gone to waste.
