Senators Urge Swift Release of Baltic Security Funding Amid Russian Aggression

Ten U.S. senators are pressing Defense Secretary Pete Hegseth and Secretary of State Marco Rubio to release stalled congressional funding for frontline Baltic allies. Lawmakers warn that rising Russian airspace incursions and gray-zone tactics demand immediate security assistance.

Senators Urge Disbursement Before End of Calendar Year

Led by Senate Democratic Whip Dick Durbin and Senator Chuck Grassley, co-chairs of the Senate Baltic Freedom Caucus, a bipartisan group of ten senators sent a letter on October 22, 2026, urging the swift obligation of Fiscal Year 2026 funds for the Baltic Security Initiative (BSI). The Pentagon-led program was established in 2021 to bolster the defense capabilities and interoperability of Estonia, Latvia, and Lithuania. The lawmakers requested that the administration disburse the assistance by the end of the calendar year and provide an update on the plans no later than November 19, 2026.

The Department of Defense provided an initial BSI spend plan on May 29, 2026, targeting integrated defense, maritime security, and irregular warfare capabilities. A subsequent update on September 15 indicated that the funding package had reached the final stages of coordination with the Department of State. Despite this progress, the senators argued that intensifying regional threats require faster delivery.

Rising Russian Threats Drive Demands for Accelerated Aid

The push for expedited funding comes amid escalating security concerns. Senators pointed to recent violations of NATO airspace by Russia, hybrid warfare tactics, and heightened nuclear warnings as key drivers for the urgent assistance.

While this represents important progress, the escalation of Russian threats against the Baltic states demands that US security assistance be accelerated, the senators wrote in their joint letter.

In addition to Durbin and Grassley, the letter is signed by other senators. The lawmakers emphasized that recent provocations leave no room for delay in executing programs authorized under the BSI.

Legislative History and Prior Bipartisan Actions

The current funding push builds on years of bipartisan legislative efforts by Durbin and Grassley to solidify U.S. support for the Baltic nations. Earlier this year, the two senators introduced the Baltic Security Initiative Act, which was codified into law under the Fiscal Year 2026 National Defense Authorization Act.
