South Korea Intensifies Crackdown on Real Estate Crime

President Lee Jae-myung has vowed to eradicate malicious real estate crimes in South Korea, announcing the results of a five-month crackdown and outlining plans for a second phase. The government’s efforts come as concerns mount over market disruption and speculative practices impacting the nation’s housing market.

First Special Crackdown Results

From October 17, 2025, to March 15, 2026, South Korean authorities apprehended 1,493 individuals involved in real estate crimes, with 64 referred for prosecution and 7 arrested and detained according to the Real Estate Illegal Activities Response Council. The crackdown, coordinated by the Office for Government Policy Coordination, focused on several key areas:

  • Market Order Disruption: 448 cases were identified.
  • Farmland Speculation: 293 cases were uncovered.
  • Illegal Brokerage Activities: 254 cases involving price manipulation and other illicit practices were investigated.

Among those apprehended, 132 were licensed real estate agents, and 43 were public officials as reported by Yonhap News.

Notable Cases

The crackdown revealed instances of organized illegal activity, including a case in Busan where 35 real estate agents colluded to restrict brokerage services to non-member agents, violating fair competition laws. 219 individuals were implicated in speculative farmland acquisitions followed by illegal leasing practices.

Second Special Crackdown Planned

President Lee announced a second special crackdown, scheduled to run from March 16 to October 31, 2026. This phase will prioritize investigations into price collusion in the housing market and further address farmland speculation as detailed by The Chosun Ilbo.

Government Warnings on Loan Misuse

Alongside the enforcement actions, President Lee has repeatedly warned against the misuse of business loans for real estate purchases, characterizing such practices as fraudulent and subject to criminal prosecution as reported by Sedaily. He has urged individuals to voluntarily repay these loans to avoid legal repercussions, including investigations by the National Tax Service and forced loan recovery.

Emphasis on Real Estate Market Normalization

President Lee has emphasized the critical importance of normalizing the real estate market for the future of South Korea, stating that a stable and fair housing market is essential for the nation’s economic health according to Asiae.
