Sweden’s government is preparing legislation to compel social media platforms like TikTok and Snapchat to swiftly remove content used by criminal gangs to recruit individuals, including children, for violent acts. The proposed law, announced on Wednesday, April 29, 2026, aims to hold platforms accountable for the proliferation of “murder adverts” and other criminal solicitations.

The Rise of ‘Crime as a Service’ and Social Media Recruitment

Criminal gangs in Sweden are increasingly leveraging social media to recruit individuals to commit murders and other violent crimes, a trend described as a surge in “crime as a service.” Recruits are often minors under the age of 15, Sweden’s age of criminal responsibility. This makes them valuable assets to gangs, as they cannot be prosecuted and instead fall under the purview of social services.

Proposed Legislation and Penalties

The forthcoming legislation will require social media companies to remove criminal gang recruitment advertisements within one hour of notification. Failure to comply will result in fines of up to five million Swedish kronor (approximately US$537,000). According to Swedish Justice Minister Gunnar Strömmer, Sweden will be the first country in the European Union to implement legislation specifically targeting the recruitment of children and youths by organized crime groups. Openly Advertised Criminal Contracts

Pontus Andersson Garpvall, a member of parliament, highlighted the brazen nature of the recruitment tactics, stating that “murder contracts are openly posted on social media platforms such as TikTok, Instagram and Snapchat.” He further noted that bombings and shootings are coordinated by criminals on “various digital services.” The Economic Times

The minority right-wing government, supported by the Sweden Democrats, has been actively pursuing a series of proposals aimed at strengthening law enforcement and curbing immigration. This legislation is part of a broader effort to address rising crime rates in the lead-up to Sweden’s general election on September 13.

Garpvall emphasized that those drawn into criminal activity are often young people with no prior connection to the instigators, victims, or locations of the intended crimes. This highlights the insidious nature of online recruitment and the vulnerability of youth to exploitation by criminal organizations.

Implementation Timeline

If approved by parliament, the new regulations will take effect on July 15.
