Taiwan Opens 14th U.S. Representative Office in Phoenix
Foreign Minister Lin Chia-lung joined Arizona Governor Katie Hobbs and Phoenix Mayor Kate Gallego on Monday to open Taiwan’s 14th representative office in the United States, located in Phoenix, Arizona. The new facility, officially named the Taipei Economic and Cultural Office in Phoenix, Arizona, reached full operational status after six months of preparation, according to a statement posted to Facebook by Lin.
In the absence of formal diplomatic ties between Taipei and Washington, Taiwan’s overseas missions operate under the designation of economic and cultural offices rather than embassies or consulates. Lin thanked President Lai Ching-te, Hobbs, and the U.S. State Department for supporting the establishment of the new office, which aims to deepen bilateral cooperation and improve government services for overseas Taiwanese residents.
State Partnership and Diplomatic Pushback
Every Arizona elected official should show the courage necessary to support the partnership between Arizona and Taiwan, Hobbs said, as quoted by the Associated Press. She further noted that as their commercial alliance deepens, every possible asset is being deployed to aid Taiwanese businesses scaling up operations locally in Arizona.
Plans for the office were initially announced in July. Following that announcement, Hobbs received two letters from China’s Consulate General in Los Angeles urging her to oppose the project, according to reporting by the Associated Press and Phoenix radio station KJZZ.
TSMC expands manufacturing facilities in Phoenix
Phoenix has emerged as a critical hub for high-tech manufacturing, driven largely by investments from Taiwan Semiconductor Manufacturing Co. TSMC’s first manufacturing facility in Arizona began mass production in the fourth quarter of 2024. Construction on a second fab is complete, with production scheduled for the second half of 2027, while a third fab is currently under construction.
While staying in Phoenix, Lin toured the local TSMC facilities and observed the formalization of a cooperative agreement through a memorandum of understanding signed by the Arizona Commerce Authority and Taiwan’s National Innovation and Entrepreneurship Association. The newly opened Phoenix mission joins an existing network of U.S. offices that includes headquarters in Washington, D.C., alongside facilities in New York, Boston, San Francisco, Los Angeles, Atlanta, Seattle, Houston, Chicago, Honolulu, Denver, Miami, and Guam.
Lin’s stop in Arizona followed a weeklong tour visiting Taiwan’s diplomatic allies in Central America, Belize and Guatemala, and he was scheduled to depart the United States on Monday.
