Carlos Canabal Ruiz, former mayor of Cancún between 2004 and 2005, has been formally linked to a process by a Nuevo León judge for fraudulent administration amounting to 531 million pesos. The charges stem from a case brought by Comercializadora LV SA de CV, a company based in Mexico City Quintana Roo Hoy.

According to Xavier Oléa Trueheart, the legal counsel for Comercializadora LV, evidence of Canabal’s penal responsibility was presented during a hearing lasting over 15 hours, concluding in the early hours of Sunday. The judge also acknowledged elements linking Elvia de Guadalupe Ruiz Ávila, Canabal’s mother, to the case. however, she remains a fugitive from justice Quintana Roo Hoy.
Comercializadora LV and Ruiz Ávila were shareholders in “Intelligencia Mexico,” a waste management company based in Nuevo León. This company held the municipal waste collection concession in Benito Juárez between 2017 and 2021 Quintana Roo Hoy. However, legal counsel clarified that the current charges against the former mayor are not related to this concession.
