TikTok Secures Future in Canada with New Data Protection Agreement
After a period of uncertainty, TikTok will continue to operate in Canada following an agreement with the federal government that addresses national security concerns. The deal, announced on March 10, 2026, ensures the platform’s continued presence in the country and protects Canadian jobs.
National Security Review and Initial Concerns
In November 2024, Canada’s Industry Ministry initially ordered TikTok to dissolve its Canadian business operations, citing national security risks related to its parent company, ByteDance Ltd. . However, this decision was overturned by the Federal Court in January, prompting a further national security review.
Key Components of the Agreement
The agreement reached between TikTok Canada and the Government of Canada centers around enhanced data security measures. Key commitments include:
- Enhanced Data Security: Implementation of digital security gateways to create a secure barrier around Canadian user data. The employ of privacy-enhancing technologies will further control access to this data.
- Third-Party Oversight: An independent third-party monitor will be appointed to verify data controls, monitor data flows, and report findings to the government.
- Support for Canadian Creators: Continued investment in Canadian content creators, cultural organizations, and training programs, with a specific focus on Francophone and Indigenous creators.
- Youth Safety: Additional support for Canadian organizations dedicated to online safety and digital literacy.
- Research Access: Expanded eligibility for Canadian researchers to access TikTok’s Research Tools Program, facilitating independent research on the platform.
Investment and Job Protection
Industry Minister Mélanie Joly stated that the agreement will protect Canadian jobs and ensure TikTok Canada maintains a physical presence within the country, alongside commitments to invest in the Canadian cultural sector. TikTok currently has over 16 million monthly users in Canada.
Enhanced Protections for Minors
TikTok will also implement enhanced protections for minors, aligning with recommendations from a joint investigation into the handling of young users’ data and age limits.
Government Oversight and Enforcement
The Government of Canada will utilize its full authorities under the Investment Canada Act to ensure the implementation and enforcement of the agreed-upon measures.
This agreement marks a significant step in addressing national security concerns whereas allowing TikTok to continue serving its Canadian user base and supporting the country’s digital economy.
