Ukraine Reconstruction Costs Soar to $588 Billion, Nearly Tripling 2025 GDP

Four years into Russia’s full-scale invasion, the cost of rebuilding Ukraine has reached an estimated $588 billion over the next decade, a figure nearly three times the country’s projected nominal GDP for 2025. This updated assessment, released on February 23, 2026, is a joint effort by the Government of Ukraine, the World Bank Group, the European Commission, and the United Nations.

Expanding Destruction and Complex Recovery

The Rapid Damage and Needs Assessment (RDNA5) highlights the increasing scale of destruction and the growing complexity of restoring essential systems for economic recovery and social well-being. As of December 31, 2025, the total cost of reconstruction and recovery is almost €500 billion, according to the World Bank Group.

Significant Investment in 2026 Priorities

The Ukrainian government, with support from international partners, is prioritizing public investment projects and recovery support programs for 2026. These include funding for destroyed housing, demining efforts, and broader economic support, totaling over $15 billion. At least $20 billion in needs have already been addressed since February 2022 through urgent repairs and early recovery initiatives in key sectors like housing, energy, education, and transportation.

Damage Across Sectors

Direct damage across Ukraine has exceeded $195 billion, a significant increase from previous estimates. Approximately 14 percent of all housing has been damaged or destroyed, impacting over three million households. The energy sector has been particularly hard hit, with intensified attacks on infrastructure during the winter months. Transport networks, including railways and ports, have also suffered major destruction, hindering economic recovery. Reuters reports that this estimate represents a 12% increase from the previous year.

Key Reconstruction Needs

The largest reconstruction needs are concentrated in the transport, energy, and housing sectors, each requiring tens of billions of dollars in investment. Commerce, agriculture, and industrial infrastructure are also vital for restoring economic stability and growth.
