Vote Counting Begins for 11 Uttar Pradesh Legislative Council Seats

Vote counting commenced at 8:00 a.m. on Tuesday for 11 Uttar Pradesh Legislative Council seats, covering five graduates’ constituencies and six teachers’ constituencies, News On AIR reported. A total of 152 candidates contested the election, which recorded a voter turnout of 55.24% among 1,481,310 eligible voters.

The primary contest pits the ruling Bharatiya Janata Party against the Samajwadi Party, alongside independent candidates and party rebels. In the Gorakhpur-Faizabad teachers’ constituency, BJP rebel Sanjayan Tripathi is running on a Samajwadi Party ticket against the BJP candidate Dhruv Tripathi. Uttar Pradesh Chief Electoral Officer Navdeep Rinwa directed returning officers to ensure tight security, uninterrupted power supply, CCTV surveillance, videography, and restricted entry at all counting centers. Results are expected to be officially declared by the Election Commission of India by the evening.

Secure Counting Requested for Eight Bihar Legislative Council Seats

A day before vote tabulation began for eight Bihar Legislative Council seats, Rashtriya Janata Dal Rajya Sabha member Sanjay Yadav wrote a four-page letter to the Chief Election Commissioner to demand transparent counting procedures, The Hindu reported. The contested seats comprise four graduates’ constituencies and four teachers’ constituencies across the state.

Yadav urged election officials to examine and decide the validity or invalidity of all disputed ballot papers before counting first-preference votes. He also requested that violet pens used for marking preferences during polling not be accessible to counting staff or election agents to prevent unauthorized tampering. A six-member RJD delegation subsequently submitted a memorandum echoing these security demands to the Bihar Chief Electoral Officer.

Designated Venues and Surveillance Measures Across Seven Districts

Vote counting in Uttar Pradesh is taking place across Lucknow, Varanasi, Agra, Meerut, Jhansi, Bareilly, and Gorakhpur, NDTV reported. Designated venues include the Ramabai Rally Ground in Lucknow, the State Warehouse Corporation in Varanasi, and the Commerce Building at Pandit Deendayal Upadhyay Gorakhpur University.

Chief Electoral Officer Navdeep Rinwa instructed officials to maintain a 24-hour uninterrupted power supply and deploy adequate security personnel until the completion of the count. Because Legislative Council elections use proportional representation via the single transferable vote method, the counting process requires sufficient trained reserve staff to handle multi-preference tabulation.

Rematch in Saran and Jan Suraaj Electoral Stakes

In Bihar, the counting process for graduate and teachers’ constituencies tests the organizational reach of Prashant Kishor’s Jan Suraaj party following its launch in October 2024, The Statesman reported. The Saran Teachers’ constituency features a direct rematch between Jan Suraaj candidate C.A. Ahmed and the NDA’s Anand Pushkar, whom Ahmed previously defeated.

Turnout figures indicate stark differences in voter mobilization across the state. Teacher constituencies averaged 74.55% turnout, while graduate constituencies recorded 43.87%. Preferential voting rules require tabulation rounds to continue until a candidate secures the necessary quota, meaning front-runners on first preferences face prolonged scrutiny in closely contested districts.
