Uttar Pradesh Police Outlines Strategic Roadmap Focused on Technology and Organized Crime
Following his appointment as the full-time Director General of Police (DGP) for Uttar Pradesh, Rajeev Krishna has unveiled a comprehensive roadmap aimed at modernizing the state’s law enforcement operations. The strategy marks a decisive shift toward technology-driven investigations, the use of digital evidence in prosecutions, and a systemic crackdown on the financial networks underpinning organized crime.
Prioritizing Modern Legal Frameworks
Addressing officials at the state police headquarters in Lucknow, DGP Krishna emphasized that the force’s immediate priority is the effective implementation of the new criminal laws: the Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA).

The state police force plans to enhance the quality of investigations by strictly adhering to statutory timelines and focusing on evidence-based prosecution. Digital integration is at the heart of this transition; current data indicates that over 10.65 lakh digital evidence IDs have been generated in connection with registered FIRs, providing a robust foundation for scientific investigation.
Dismantling Financial Networks
A central pillar of the new roadmap is the intensified action against organized crime syndicates. Beyond traditional arrests, the police force intends to target the economic infrastructure that supports criminal activity.
“Our strategy will not be limited to arresting criminals. We will identify and dismantle their economic networks, financial assets and support systems through coordinated action involving economic offences, cybercrime and specialised investigative units,” Krishna stated during the briefing.
This initiative includes a focus on:
- Identifying and seizing benami assets.
- Tracking hawala channels and illicit financial structures.
- Investigating shell companies used to launder proceeds of crime.
Annual Performance and Technological Milestones
DGP Krishna also presented an annual report card highlighting the department’s recent performance. The force reported a conviction rate exceeding 93% under its “Operation Conviction” initiative. Throughout the year, courts finalized judgments in 32,071 cases, resulting in convictions in 29,911 of those instances.
Significant strides were also noted in the following areas:
- Cyber Policing: The force has successfully frozen over ₹400 crore linked to cyber fraud and blocked more than 1.11 lakh mobile numbers. The introduction of the AI-powered Yaksh App—which includes facial recognition and CrimeGPT tools—has bolstered both investigations and beat policing.
- Women’s Safety: The institutionalization of Mission Shakti Kendras across police stations, supported by specialized training for 40,000 personnel, has contributed to a reported decline in rape and domestic violence cases.
- Organized Crime: Under the Gangsters Act, authorities initiated action against 5,684 individuals and attached properties worth nearly ₹788 crore.
Looking Ahead: Data-Driven Policing
The roadmap reflects a broader state-level commitment to data-driven policing. By leveraging financial intelligence and AI-assisted forensic tools, the Uttar Pradesh Police aims to improve judicial outcomes and enhance public safety. With an 86% compliance rate in e-summons since December 2024, the department is increasingly moving toward a digitized, citizen-centric justice system designed to ensure transparency and timely resolution of cases.
