The United States and China agreed to establish a formal communication mechanism for artificial intelligence-related incidents following a three-day summit in Washington between President Trump and President Xi Jinping. Announced on Saturday, the agreement includes accelerated work on military crisis communications and a scheduled AI-specific dialogue set for November.

Military Crisis Communications and Bilateral Working Groups
The summit produced working groups designed to prevent bilateral disputes from escalating. According to China’s Foreign Ministry, both sides agreed to sign a memorandum of understanding on strengthening crisis communications and preventing crises between the two militaries. Wang Zichen, deputy secretary-general of the Beijing-based Center for China and Globalization, noted that the emphasis on working-level engagement and military-to-military dialogue aims to make bilateral stability more durable and institutionalized.
Alongside the military agreements, the two governments agreed to continue cooperating through a Board of Trade focused on selected bilateral issues, which the White House confirmed began operating this week. The countries also established a Board of Investment to address commercially meaningful investment opportunities and related impediments.
Terminology and Differing Approaches to Technology Development
During the meetings, the two administrations agreed to use the term “super intelligence” rather than “artificial intelligence” to describe the technology. President Trump expressed a preference for the alternate label during remarks on the White House south lawn, stating that the term “artificial” incorrectly implies the technology is fake.
President Trump maintained that the United States will not slow its technological progress or share advanced frameworks with Beijing. Asserting a technological lead of at least a year, maybe a year and a half, and that some say two years, he stated that Washington intends to maintain that separation rather than integrate development efforts.
Tariffs, Trade Truce, and Commodity Agreements
The two nations agreed to extend their existing trade truce by two months and continue working on a pledge to reduce reciprocal tariffs on approximately $30 billion worth of goods, primarily non-sensitive items such as agricultural products and holiday decorations. The White House also announced that China agreed to import at least 10 million metric tons of U.S. coal in 2027 and 2028.
Discussions also addressed rare earths supply chains, with negotiators working to return shipment levels to appropriate thresholds following export controls implemented by Beijing last year in response to U.S. tariffs.
International Security and Law Enforcement Cooperation
Beyond bilateral trade and technology, both governments addressed international security concerns, stating that Iran should honor its commitment not to develop nuclear weapons. They also asserted that no country should charge tolls on international waterways, referencing traffic conditions in the Strait of Hormuz.
In law enforcement cooperation, the White House welcomed China’s decision to place export controls on two additional precursor chemicals used in the production of fentanyl, noting recent arrests connected to fentanyl-related cases.
The two leaders plan to meet again at the Asia-Pacific Economic Cooperation summit in Shenzhen, China, in November, followed by a subsequent meeting at the G20 at the Trump National Doral Miami golf club in Florida.
