U.S. AI Action Plan and Global Export Objectives

The White House released America’s AI Action Plan in July, establishing a core objective to export the entire U.S. tech stack to secure allies and build global dependency on American technology ahead of competitors like China, according to the White House framework. Executive Order 14320 reinforced this directive, explicitly stating the requirement for the United States to ensure that domestic AI technologies, standards, and governance models are adopted worldwide. According to the White House definition, an AI tech stack encompasses AI-optimized computer hardware, data pipelines and labeling systems, AI models and systems, cybersecurity measures, and specific-use AI applications. The action plan instructs the Secretary of Commerce to establish an AI Exports Program to deploy full-stack packages globally. Michael Krastios, director of the White House Office of Science and Technology Policy, shaped this objective based on experiences from the first Trump administration regarding Huawei’s global telecommunications expansion, according to policy disclosures.

China’s AI Initiative and Adoption Targets

Following the U.S. release, the State Council of China issued the Opinion on In-Depth Implementation of the “Artificial Intelligence +” Initiative in August, detailing development requirements for the next decade. According to the Chinese State Council plan, the initiative targets a 70% adoption rate of AI terminals and agents by 2027, increasing to 90% by 2030. By 2035, these benchmarks aim to support the basic realization of socialist modernity. The plan targets comprehensive AI integration across six major sectors: science and technology, industry, consumption, livelihoods, and governance capacity, establishing a distinct model for technological expansion that contrasts with Washington’s export framework.

Strategic Divergence and Sovereignty Risks

As nations develop independent emerging technology strategies, importing a complete foreign tech stack remains untested and risks ineffective technological alignment.
