Sources familiar with the discussions indicate that Kushner and Dmitriev, alongside US envoy Steve Witkoff, have engaged with the DFC to evaluate potential transactions involving Lukoil’s European refineries and fuel retail networks.

The corporate ownership structure of Nord Stream itself presents substantial hurdles to any outside investment. Gazprom holds a 51% majority stake in the operating company, while two German firms share 31%, with French and Dutch companies holding the remainder. German shareholders are actively seeking to protect their equity to preserve national influence in the event that Gazprom divests its controlling interest.
