“This diplomacy doesn’t necessarily solve fundamental issues between the two sides,” Doshi explained. “They’re not getting us to stop taking our economic and technology actions. They’re not necessarily going to change what they’re doing. What’s changing is perception, and we’re managing each other’s perception.”
Doshi emphasized that establishing regular communication channels helps both governments understand that the bilateral relationship is defined by positional competition rather than an existential struggle. Fostering this stability prevents either side from operating under the assumption that the opposing government seeks total economic destruction or regime collapse.
