Grosseto municipal authorities are scrutinizing a newly lodged surety policy for the Carlo Pucci sports facility in Roselle, weighing whether to accept the paperwork after financial disputes and legal fallout involving US Grosseto.
Evaluating the Emergency Surety Submission
City offices led by director Felice Carullo are actively examining the documents delivered by the sports club on August 12. The review was triggered by a municipal ultimatum and centers directly on a 4.5 million euro mortgage tied to the complex.
The stakes are high. Officials and the club previously discovered that an earlier surety policy was clumsily counterfeited by a broker, prompting formal complaints to the Guardia di Finanza.
Financial Police Seizure and Mounting Tax Probes
The latest documentation arrived just one day after communication from financial police regarding a preventive seizure executed on August 3. Officers froze 325,000 euros in assets belonging to US Grosseto over alleged unpaid value-added tax for 2023.
That tax accusation has resulted in an investigation of managing director Luciano Bacci. Against this backdrop of heightened scrutiny, the municipal executive board had established a strict deadline of noon on August 12 for the club to provide a valid replacement policy.
Months of Escalating Conflict Over Roselle
The conflict over the Carlo Pucci sports plant spans nearly a year. Trouble began on September 15, 2025, when Banca Tema notified the municipality of delays in mortgage payments. The city subsequently revoked the concession on December 30 following the rescission of the bank’s mortgage. In late spring, US Grosseto sought mediation to maintain control of the grounds.
An economic agreement eventually emerged in early summer. Under those terms, the club agreed to service the mortgage through monthly payments of roughly 13,000 euros over 30 years—with the first installment already paid—alongside an annual concession fee of 633 euros. Yet the entire deal remained contingent on the delivery of a surety policy.
Weighing the Final Administrative Verdict
The administration stated it will operate with responsibility and base its final determination strictly on objective administrative acts rather than political controversy.
If the municipal government approves the new documentation, US Grosseto will retain management of the Roselle facility. Should the administration reject the paperwork, the city intends to put the sports plant out to public tender.
