The office is led by Russell Vought, who has made expanding presidential control over federal spending one of his signature goals. He previously canceled Department of Energy grants. Court records from an agency lawyer later revealed those specific cancellations were based on the political identity of the recipient states, according to reporting by ProPublica. Under the new proposal, the OMB must review nearly 500,000 public comments submitted before the comment period closed, with a final version slated to take effect by October 1.

The proposal also prohibits researchers from using federal funds to support certain foreign collaborations involving covered foreign countries or entities, absent narrow national security waivers from agency heads. More than 60 nations contributed to the Higgs boson discovery. Engineers from India tested superconducting magnets used in the collider, and Russian scientists collected spent artillery shells from World War II to source brass for one of the particle detectors. Historians and physicists note that restrictions on global partnerships threaten long-standing institutions like CERN, which relies on contributions from dozens of nations. Chris Llewellyn Smith, a former CERN director and emeritus professor of physics at the University of Oxford, warned that U.S. withdrawal from these collaborative networks could jeopardize the future of high-energy physics.
Legal Challenges and Political Pushback Ahead of Implementation
Legal experts anticipate immediate lawsuits once the final rule is published. Critics argue the administration’s focus on eliminating initiatives promoting diversity, equity, and inclusion conflicts directly with statutory mandates.
Political opposition is also mounting in Congress. Democratic lawmakers and Republican Senator Susan Collins of Maine have registered formal objections. Collins sent a letter to Vought requesting the withdrawal of provisions that would unduly burden biomedical and scientific research by injecting political ideology into grant awards based on scientific merit.
