Waymo, the autonomous vehicle unit owned by Alphabet Inc., has established a corporate entity in South Korea named Waymo Korea LLC, signaling a potential move to introduce its Level 4 robotaxi service to the country. The newly formed corporate entity lists business purposes that include the development and supply of autonomous driving software, technical consulting, and passenger transport operations utilizing self-driving technology.
Regulatory and Operational Hurdles for Level 4 Deployment
Establishing a local corporate presence does not mean an immediate commercial rollout, as the company faces a complex matrix of regulatory and operational demands. According to South Korean transport regulations, deploying driverless commercial robotaxis requires local technology localization, vehicle safety certification, passenger transport licenses, clear insurance frameworks, and designated pick-up and drop-off zones. Unlike Tesla’s supervised Full Self-Driving (FSD) system, which relies on real-time neural networks and cameras to navigate unmapped areas as a Level 2 driver-assistance system, Waymo operates Level 4 autonomous vehicles that depend heavily on high-definition pre-mapped data covering lanes, traffic lights, and curbs.
Infrastructure and Mapping Requirements in Urban Environments
Before launching paid rides, Waymo typically conducts extensive physical mapping and data collection in target cities, a process mirrored during its preparations in Tokyo, where human safety drivers mapped urban roads before testing. In South Korea, the company must map dense intersections, narrow alleys, illegal parking zones, and heavy motorcycle traffic. Furthermore, Kakao Mobility’s recent autonomous pilot tests in the Gangnam district of Seoul revealed that out of 695.71 kilometers of roadways, only 16.32 kilometers—or roughly 2.3%—offered legally compliant passenger loading and unloading zones, highlighting the infrastructural adjustments needed for scalable robotaxi fleets.
Safety Liability and Remote Fleet Management
Operating driverless vehicles also requires robust frameworks for accident liability and remote intervention. Incidents such as a December 20th power outage in San Francisco, where Waymo vehicles halted roughly 1,600 times after losing active traffic signals and overwhelming remote operators, underscore the limits of Level 4 automation during sudden infrastructural failures. To address these risks, South Korean authorities have launched task forces to define liability boundaries among vehicle manufacturers, software developers, remote operators, and transport platforms. Clear rules are required to determine whether an accident stems from hardware failure, software miscalculation, or communication loss, and how insurance companies will distribute claims among the various stakeholders.
