Russia’s Donbas Focus Remains, Spring Offensive Doubts Emerge

Despite failing to meet objectives at the conclude of 2025, Russia continues to prioritize the occupation of the Donetsk and Luhansk regions of Ukraine, according to Ukrainian President Volodymyr Zelensky. While Moscow still eyes potential advances in the Zaporizhzhia and Dnieper directions and even considers a future push towards the Odesa region, Zelensky asserts that Russia currently lacks the capacity to launch a significant spring offensive.

Current Russian Objectives

Zelensky revealed that recent plans reviewed by Ukrainian intelligence indicate Russia’s ongoing desire to fully control the Donetsk and Luhansk regions. These regions, collectively known as the Donbas, have been a focal point of the conflict since 2014. However, Zelensky emphasized that these plans are not aligned with the current reality on the ground.

Doubts Over Spring Offensive

The Ukrainian President stated that Russia’s ability to initiate a large-scale offensive in March, as previously planned, is compromised due to their failure to achieve targets set for late 2025. He indicated that the success of any future offensive is contingent upon securing contracts, achieving offensive capabilities, receiving weapons, and the continued supply of arms to Ukraine, as well as bolstering domestic weapons production.

The Donbas Region: A Historical and Strategic Overview

The Donbas region, encompassing the Donetsk and Luhansk oblasts, is a historically coal-rich area on the Russia-Ukraine border [1]. Prior to the ongoing conflict, it served as Ukraine’s industrial heartland, boasting a robust steel manufacturing sector and fertile agricultural lands [3]. As of October 2025, Russia controlled approximately 90% of the Donbas region [1].

The Donetsk People’s Republic

The Donetsk People’s Republic (DPR) is a disputed republic of Russia, established in 2014 following Russian-backed paramilitaries seizing control of parts of the Donetsk Oblast [2]. The DPR was illegally annexed by Russia in 2022 [2].

Broader Russian Annexation Claims

In late 2022, Russia announced the annexation of four Ukrainian regions: Luhansk, Donetsk, Kherson, and Zaporizhzhia [4]. However, these claims are widely disputed internationally.
