JAKARTA, KOMPAS.com – The Main Director of BPJS Health, Ali Ghufron Mukti, responded strongly to members of the DPR who assessed that BPJS Health was not proactive in anticipating the problem of inactive Contribution Assistance (PBI) recipients who were unable to seek treatment at the beginning of last February.
“If you can work like that, I’ll pay you. How much do you want?” said Ali Ghufron to DPR members Zainul Loves.
The meeting with heated tension took place at DPR Commission IXat the Indonesian Parliament Complex, Jakarta, Wednesday (11/2/2025).

They discussed the inactive PBI data which was causing problems for the community, including poor people with serious illnesses who wanted to go to hospital for free treatment, starting February 1.
The beginning of a heated debate
Of the 11 million disabled PBIs, there are 120,000 inactive PBIs with catastrophic illnesses (serious illnesses that require special medical treatment).
The Minister of Social Affairs said the number was 106,000 PBI after the data was verified. BPJS Health said the final number of inactive PBIs was 102,921 participants.

Initially, members of the DPR from the faction PKBZainul Munasichin, questioned the performance of BPJS Health which did not immediately sort out data on the number of disabled participants with catastrophic diseases from the 11 million disabled PBIs.
“In the future, we ask BPJS not to just passively accept deactivation data from the Ministry of Social Affairs,” said Zainul.
Zainul regretted that BPJS Health did not provide input to the Minister of Social Affairs Saifullah Yusuf that of the 11 million inactive PBIs there were 120,000 catastrophic patients.

“BPJS is silent, isn’t that right? No. Work, sir,” said Ali.
Putting the spotlight on the Ministry of Social Affairs too quickly
The meeting got heated. Ali explained that this problem arose because the Ministry of Social Affairs (Kemensos) was too quick to execute the policy of deactivating 11 million PBIs throughout Indonesia, without BPJS Health being able to sort the data first.
The deactivation of PBI membership refers to Minister of Social Affairs Regulation Number 3/HUK/2026, signed Minister of Social Affairs Saifullah Yusuf on January 19, 2026, promulgated on January 22, 2026.
BPJS Health just received a letter deactivating 11 million PBI from the Ministry of Social Affairs through the Ministry of Health on January 27.
“Then, February 1 has come into effect, it must come into effect. How many days is that? It’s not even a week,” said Ali.
