The Road Safety Institute states categorically: As of February 2026, every lev spent by the API for issuing electronic receipts is a waste of money.
The truth that the institutions are hiding is brutal: Until the Road Traffic Act (DdvP) and the Road Act are changed, any citizen or company can effectively use the road network for FREE if they appeal their fine in court!
Chronicle of a Criminal Inaction (15 months later)
This chaos doesn’t start today.
Already on November 21, 2024, the Court of Justice of the European Union (CJEU) ruled in case C-61/23 (“Ekostroy”) that the fixed fines in Bulgaria contradict EU law.
From that moment on, we at the IPB have not stopped sounding the alarm: “Your law is dead! Stop fining until you fix it!”
What did the API, MRRB and the MPs do in these 15 months?
- Nothing about the law: They did not change a single comma in the ZDvP and ZP to synchronize it with Europe.
- Dust in the eyes: Instead, they rushed to make PR reforms of dubious effectiveness – such as the introduction of average speed cameras. It was more important to them to get on TV with new projects than to stop the budget bleeding from lost cases.
The paradox: The honest pay, the state punishes them!
Currently, the system relies solely on the good faith of citizens who continue to buy vignettes out of fear or ignorance.
But if someone fails to pay and is fined – that fine is worthless paper.
NTU (National Toll Administration) acts like a “rotten printer” – it spits out thousands of illegal receipts, knowing that they will end up in court.
The result? Not only does the state not collect the fine, but it pays our money to the lawyers who win the cases against it.
The evidence: 6:0 for Prolesha and an avalanche of overturned fines!
When the state tried to extort the residents of the village of Prolesha with illegal cameras, we led the fight.
The result is 6:0! We have won all the cases brought to date for the people of Prolesha.

The judges are emphatic and echo the reasoning of the Luxembourg court: “The penalty is fixed and disproportionate. It contradicts Directive 1999/62/EC and cannot be applied!” 1
PUBLIC CHALLENGE TO API
You were in hiding for 15 months, but the numbers don’t lie.
We at the Road Safety Institute demand an immediate response:
- HOW MANY cases have been lost by the API since the initiation of the case before the CJEU (C-61/23) until today?
- What is the value of court costs and attorney’s fees paid by the budget for this period?
Bring the data to light! Admit that because of your stubbornness and incompetence you have turned the toll system into a black hole for millions as the roads crumble.
Citizens, know your rights! Until the law changes, the court is on your side!
