Luxembourg Boosts Support for Students with Special Needs

Luxembourg’s Minister of Education, Children and Youth, Claude Meisch, announced a series of measures on Monday, March 23, 2026, aimed at improving support for children with specific needs in the country’s primary schools. The initiatives follow consultations with teaching unions, parent representatives, primary school directors, and skills centers, addressing concerns about increasing student needs and limited resources.

Increased Specialist Support

The Ministry plans to increase the recruitment of specialized teaching positions focused on children with specific needs. These teachers and assistants will be assigned to individual schools rather than covering entire regions. The capacity of the country’s centers of competence in specialized educational psychology will be expanded. Currently, Luxembourg has eight centers with 91 regional branches; the government aims to increase this to 124 branches by 2028 [1].

Crisis Intervention and Prevention

Two agents will be specialized to intervene during “crisis situations,” assessing the risk posed by children exhibiting violent behavior. In acute cases where a child poses a danger to themselves or others, they may be temporarily removed from the classroom for up to three days.

Early Intervention Pilot Project

A pilot project will be launched at the start of the 2027 school year, focusing on reinforced supervision from cycle 1 (ages three to five). This initiative aims to diagnose specific needs as early as possible. One pilot school in each region will receive additional resources to stimulate language development and socio-emotional skills [1].

Minister Meisch’s Background

Claude Meisch has been a member of the Luxembourgish Government since 2013, serving as Minister of Education, Children and Youth, and Minister of Higher Education and Research. Since 2023, he has also held the position of Minister for Housing and Land Use Planning [1]. He previously served as Mayor of Differdange from 2002 to 2013 and was President of the Democratic Party (DP) from 2004 to 2013 [2].
