SCO and Eurasian Economic Commission Deepen Cooperation on Energy and Transport
Beijing – The Shanghai Cooperation Organisation (SCO) and the Eurasian Economic Commission (EEC) are strengthening their collaboration in key sectors including energy, transport, and logistics infrastructure, reflecting a growing alignment between the two organizations. Recent high-level meetings have underscored the commitment to enhance regional economic development and integration.
SCO-EEC Collaboration: A Strategic Overview
The Eurasian Economic Commission serves as the executive body for the Eurasian Economic Union (EAEU), a free trade area encompassing Armenia, Belarus, Kazakhstan, Kyrgyzstan, and Russia. All EAEU member states are too involved with the SCO, creating a synergistic environment for cooperation. The collaboration aims to foster economic growth across a vast region stretching from Eastern Europe to Western China.
Key Areas of Cooperation
Energy Sector
Energy cooperation has been identified as a priority area. The SCO adopted a Strategy for Energy Cooperation through 2030 at the Astana Summit in 2024, with a corresponding Roadmap for implementation approved at the Tianjin meeting of the Council of Heads of State Members of the Organization. Discussions focus on modernizing and constructing interconnected energy infrastructure, ensuring free access to energy resources, and developing common energy markets within the EAEU [1]. Joint approaches to energy conservation, efficiency, and renewable energy development are also being explored.
Transport and Logistics
Strengthening cooperation in the transport sector is considered crucial for the economic development of the region. Both organizations recognize the importance of developing transport corridors and improving logistics networks. The EEC has emphasized the demand for enhanced connectivity to facilitate trade and economic integration [2].
Recent High-Level Meetings
On September 9, 2025, in Beijing, T.R. Midhun, Deputy Secretary General of the Shanghai Cooperation Organisation, met with Arzbek Kojoshev, Member of the Board (Minister) for Energy and Infrastructure of the Eurasian Economic Commission. The discussions centered on strengthening cooperation in transport, logistics, energy, and agriculture [3].
More recently, on March 26, 2026, a delegation from the Secretariat of the Eurasian Economic Forum visited the SCO Secretariat in Beijing to further discuss collaborative opportunities [4].
Future Prospects
A draft joint action plan, based on a Memorandum of Cooperation between the EEC and the SCO Secretariat signed on September 17, 2021, is slated for approval, paving the way for closer collaboration between the two organizations. This increased cooperation is expected to drive economic growth, enhance regional connectivity, and promote sustainable development across Eurasia.
