A Boardwalk Landmark Faces Redevelopment
Ocean City council members voted 5-2 recently to designate the site of the former Gillian’s Wonderland Pier as “in need of rehabilitation.” The procedural move clears the way for potential redevelopment of the boardwalk site, which ceased operations in October 2024 due to mounting financial pressures. The decision has now sparked a formal legal challenge from the advocacy group Ocean City 2050.
Financial Pressures Force Closure
Gillian’s Wonderland Pier had been a fixture of the Ocean City boardwalk since 1965. Its operator, Jay Gillian, cited unsustainable financial conditions as the primary driver for the park’s closure. In a statement posted to social media, Jay Gillian noted that the business faced significant hurdles, including rising insurance premiums, inflation, and increased operating expenses. These financial strains were compounded by long-term recovery efforts following Superstorm Sandy and operational disruptions caused by the COVID-19 pandemic.

City Hall Sets the Stage for Change
The vote does not authorize specific construction projects. Instead, it establishes a formal “rehabilitation” status for the property. This designation allows the municipal government to draft a redevelopment plan that outlines specific standards for the site’s future use.
Icona Resorts Eyes Hotel Expansion
Eustace Mita, the owner of Icona Resorts who acquired the property in 2021, has previously proposed the construction of a 252-room hotel on the boardwalk site. Supporters of the project argue that a new hotel would bolster tourism in a city that regularly attracts more than 100,000 tourists per day during the summer. However, the proposal has encountered significant local opposition.
Advocates Launch Legal Battle
The community advocacy group Ocean City 2050 has formally announced its intent to file a lawsuit against the city regarding the rehabilitation designation. The group contends that the council’s decision was an “arbitrary” act that prioritizes developer interests over the concerns of residents. In a public statement, Ocean City 2050 alleged that the council failed to meet the necessary statutory requirements for the rehabilitation designation and cited concerns regarding potential financial conflicts. The group advocates for the use of traditional planning tools to guide the site’s future, emphasizing that any new development should prioritize the preservation of the boardwalk’s look and feel.
