Ukraine building Patriots is in Lockheed’s interest, McCaul says

President Donald Trump has pledged to grant Ukraine a license to manufacture Patriot missile interceptors, according to Representative Michael McCaul. The move would allow Ukraine to produce the critical air defense components domestically, reducing reliance on U.S. shipments to counter Russian ballistic missile attacks.

Trump Pledges Patriot Licensing to Ukraine

During a meeting at a NATO summit this week, President Donald Trump informed Ukrainian President Volodymyr Zelenskyy that the U.S. will provide a license for Ukraine to produce Patriot interceptors. The Patriot system is a joint effort involving technology from Lockheed Martin Corp. and the Raytheon unit of RTX Corp.

Representative Michael McCaul, a member of the House Foreign Affairs Committee from Texas, stated Saturday on Bloomberg This Weekend that U.S. defense contractors have a clear interest in complying with this directive. “If the president wants this done, it’s in their best interest to comply with that,” McCaul said.

Strategic Benefits for U.S. Defense Contractors

McCaul argues that licensing the technology isn’t just a political necessity but a strategic advantage for the companies involved. Speaking from Ukraine, McCaul noted that Ukrainian military officials have briefed him on the country’s home-grown drone technology and their success in retaking occupied territories.

According to McCaul, Lockheed Martin could gain operational insights from the Ukrainians. He suggested that Ukraine might be able to build the interceptors “faster, and maybe even better,” providing a feedback loop where U.S. firms learn how to improve manufacturing speeds and interceptor design from Ukrainian field experience.

The Urgency of Domestic Interceptor Production

President Zelenskyy has repeatedly requested more interceptors to protect Ukrainian cities and infrastructure from Russian strikes. The war, now in its fourth year of full-scale conflict, has seen devastating ballistic missile attacks that outpace the current rate of Western supply.
