AOK-Bundesverband Demands Stricter Oversight for Prescription Apps

According to the AOK-Bundesverband position paper published in August 2026, the ongoing debate surrounding DiGA pricing has prompted statutory health insurance funds to demand a structural overhaul. Representatives of statutory health insurance funds and digital health application providers have continuously clashed over pricing strategies since the inception of the DiGA reimbursement framework, focusing heavily on how much insurance funds must pay for medical software.

Core Proposals Target Pricing and Trial Periods

The AOK-Bundesverband outlined several key demands to reshape the market for prescription health apps. The organization called for the elimination of unregulated pricing during the first twelve months following market entry. Insurers also want to scrap the current trial regulation framework, known as the Erprobungsregel, and push for a mandatory 14-day test phase for users.

Additional measures proposed in the position paper include prohibiting commercial prescription services and introducing patient copayments for users. These points mirror recommendations delivered by the health financing commission in its spring report ahead of its second comprehensive report scheduled for release at the end of the year.
