The Corruption Eradication Commission (KPK) searched the offices of PT Bela Parahiyangan Investindo in West Bandung Regency, West Java, on Tuesday, September 29, 2026, as part of an ongoing bribery investigation into the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN). KPK Spokesperson Budi Prasetyo stated that the private developer is suspected of funneling money to ministry officials to secure building use rights (HGB), mirroring an alleged corruption scheme involving PT Summarecon Agung Tbk.

Investigators targeted the PT Bela Parahiyangan Investindo facility following a string of raids connected to an expansive bribery network inside the Ministry of ATR/BPN. According to Budi Prasetyo at the Merah Putih KPK building in Jakarta, the developer’s operational positioning mirrors that of PT Summarecon Agung Tbk, where illicit payments allegedly greased the wheels for land title block removals and property licensing. Prasetyo noted that the concrete results of the West Bandung raid will be disclosed to the public as the investigative process moves forward.
Seized Assets and Expanding Raids Across Java
The probe stems from a series of sting operations and coordinated searches across multiple regional land offices and corporate headquarters. Earlier investigative actions yielded significant seizures, including hundreds of millions of rupiah and gold jewelry recovered from the East Java BPN Regional Office (Kanwil). Prior to that raid, KPK teams searched the Mojokerto Land Office, the residence of Ministry of ATR/BPN Director General of Land and Space Control and Stewardship Lampri, and corporate offices belonging to PT Summarecon Agung Tbk in Jakarta Timur and Bogor.
Investigators also searched three director-general offices inside the main Ministry of ATR/BPN building. The physical evidence and cash seized throughout these operations are currently undergoing forensic analysis by anti-corruption investigators.
Eight Suspects Charged in Landmark Land Agency Probe
The widening corruption scandal has led to charges against eight individuals, highlighted by the recovery of Rp 106.3 billion in cash—marking the largest asset seizure in the history of KPK OTT operations. The designated suspects include:
- Lampri (LMP), Director General of Land and Space Control and Stewardship at the Ministry of ATR/BPN
- Sontang Coin Manurung (SON), Head of the Bogor Regency Land Office I
- Adrianto Pitojo Adi (ADR), President Director of Summarecon
- Arif Sugiyanto (ARF), former Regent of Kebumen
- Fahd El Fouz alias Fahd A Rafiq (FEZ), Chairman of the DPP Golkar Party
- Rizal Pahlevi (LEV), private sector intermediary
- Erwin (ERW), private sector individual
- Muhammad Fakhry (MF), private sector individual
Beyond land title expediting, the agency is actively investigating allegations of internal bureaucratic corruption, including pay-to-play schemes involving promotions, rotations, and structural mutations within the Ministry of ATR/BPN.
