ACM Warns Against Aggressive Sales Tactics for Home Energy Upgrades

The Netherlands Authority for Consumers and Markets (ACM) has launched a national awareness campaign, "Stop the Conversation. Start Your Own Check," to combat a surge in aggressive and misleading sales tactics targeting homeowners. The regulator, supported by the Consumentenbond, the Fraudehelpdesk, the Juridisch Loket, and Vereniging Eigen Huis, warns that unscrupulous sellers are exploiting consumer anxiety over rising energy costs and the upcoming termination of the net-metering scheme on January 1, 2027, as reported by NOS Nieuws.

The Escalation of Coercive Tactics

Beyond mere pressure, organizations report that sellers frequently resort to intimidation and threats to close deals.

Tactics Used by Unreliable Energy Sellers

Deceptive sellers often initiate contact through unsolicited door-to-door visits or cold calls, presenting themselves with a facade of professionalism. According to the ACM, these individuals frequently claim to represent local municipalities or established energy suppliers to gain trust. Once contact is established, they apply high-pressure tactics, such as claiming that a discount is only valid for the day or misrepresenting the financial benefits of home energy products like heat pumps and home batteries. Sellers may also falsely claim that subsidies are about to expire or that equipment will be recouped rapidly.

The ACM survey of 1,800 respondents revealed that nearly half have been approached at their front door or via telephone. In some instances, sellers have reportedly instructed victims to raise their daily payment limits to facilitate immediate, large transactions for equipment that is sometimes never delivered.

Consumer Uncertainty and Market Pressure

Research indicates that more than 40 percent of those surveyed find the abundance of sustainability options overwhelming, a sentiment that rises to over half among those currently facing financial difficulties. Many consumers feel a mounting pressure to act quickly, fearing that failure to transition their homes will lead to unaffordable energy bills. According to ACM board member Manon Leijten, products such as home batteries, heat pumps, or new energy contracts are significant financial commitments and are therefore inherently unsuitable for sale via telephone or at the doorstep.

Financial Risks of Misleading Sustainability Advice

The financial consequences for consumers can be severe. Reports indicate that victims have paid hundreds of euros for fraudulent sustainability advice, while others have been pressured into contracts for home batteries costing tens of thousands of euros. The Consumentenbond has reported receiving nearly 1,000 complaints regarding these practices within a single year.

Consumer Vulnerability and Market Uncertainty

The organization advocates for keeping sustainability measures accessible while pushing for stricter oversight to remove predatory operators from the market.

Frequently Asked Questions

What should I do if a salesperson knocks on my door offering energy products?
The ACM and consumer organizations advise you to end the conversation immediately. Do not provide personal or financial information, and perform your own independent research or consult official sources like your municipality’s energy coaches before committing to any purchase.

How can I recover money if I believe I have been misled?
If you suspect you have been deceived, contact the Consumentenbond or the Juridisch Loket. These organizations can issue formal notices to companies, demand a cessation of their practices, and, where possible, assist in legal efforts to recover funds.

Why are home batteries and heat pumps currently being targeted?
These products represent significant financial investments, and consumers are increasingly seeking ways to lower energy bills ahead of the January 2027 end of the net-metering scheme. Sellers exploit this urgency and the complexity of the technology to push high-cost, unnecessary, or misrepresented equipment.

Current Regulatory Limitations

While the ACM and its partners have unified to warn the public, the exact volume of complaints remains difficult to quantify due to the clandestine nature of these operations. It remains unclear what additional legislative measures the government may introduce to specifically restrict door-to-door sales of high-value energy hardware, as regulators continue to rely on public awareness to mitigate the immediate financial damage to households.
