Details of the Arrests
The operation was conducted by the BI’s Fugitive Search Unit (FSU) in coordination with the Paranaque City Police Intelligence Section and the Cybercrime Investigation and Coordinating Center (CICC) [3].
The individuals arrested were identified as:
- Fang Li, 36, accused of using the identity of another Chinese national and failing to extend her visa after entering the Philippines as a temporary visitor in 2022. Authorities also allege her involvement in illicit activities [1], [4].
- Chen Youliang, 38, who is subject to an active Blacklist Order and an Order to Exit for previous visa violations. He was found without any valid identification or immigration documents [1], [3].

BI Commissioner Joel Anthony Viado stated that the bureau will continue to aggressively pursue individuals attempting to circumvent Philippine law. “Foreign nationals who attempt to circumvent our laws through aliases, fraudulent identities, or expired visas will be apprehended and deported,” Viado affirmed [1], [3], [4].
