Burlington Electric Department Plans Timber-Frame Solar Parking Canopy at Pine Street HQ

Burlington Electric Department announced plans on Thursday to construct a 128-kilowatt timber-frame solar parking canopy at its Pine Street office, according to Vermont Business Magazine. Scheduled to come online in 2027, the renewable energy project will cover 13 visitor parking spaces and produce an estimated 136 to 152 megawatt-hours of annual electricity, which is enough to power between 27 and 30 local homes.

Project Specifications and Design Features

The new solar canopy will use bifacial panels capable of generating power from the underside even when snow covers the tops, according to Vermont Business Magazine reporting. Burlington Electric Department selected SunCommon through a request for proposals process to construct the installation, which the utility will own and operate. The Burlington Electric Commission voted unanimously to approve the project at its September 9, 2026 meeting, and funding will come from the utility’s Net Zero Energy Revenue Bond approved by voters in November 2024.

Federal Funding and Incentive Strategy

Burlington Electric Department plans to apply for the federal Clean Electricity Investment Credit to offset development costs, according to Vermont Business Magazine. The tax credit provides a base 30 percent investment credit when projects meet prevailing-wage and apprenticeship standards. Additional bonus amounts are available for qualifying sites, including a 10 percent energy-community bonus tied to the 585 Pine Street location’s status as a former Superfund site subject to ongoing controls and monitoring. The utility also expects to secure a 10 percent domestic-content bonus by utilizing U.S.-manufactured project materials, potentially reducing total project costs by up to 50 percent.

Broader Local Renewable Energy Context

The Pine Street initiative expands Burlington’s existing portfolio of municipal solar installations, which includes arrays at the Burlington International Airport and a research center at the University of Vermont, alongside various rooftop net-metering agreements, according to Vermont Business Magazine. Burlington previously earned recognition as a top city for per capita solar capacity in Environment America’s Shining Cities report. Mayor Emma Mulvaney-Stanak stated that the project utilizes already-developed land to cut emissions, while Burlington Electric Department General Manager Darren Springer noted that the site complements the utility’s broader fleet electrification and public electric vehicle charging initiatives.
