Naples authorities closed city parks and barred access to public beaches on Friday as a yellow weather alert for heavy rain and localized hydrogeological risk took effect across most of the Campania region, the Comune di Napoli reported. The alert, issued by the region’s decentralized Civil Protection functional center, runs from 1 p.m. Friday, November 6, to 10 a.m. Saturday, November 7. The warning is based on the National Civil Protection Department’s vigilance bulletin and the Regional Meteorological Bulletin, issued under the regional alert system aligned with the Civil Protection Department head’s circular prot. n. 7117/2016. The regional Civil Protection has called on municipalities to activate their operational centers. Elsewhere in Italy, an orange alert is in effect in parts of Puglia and Basilicata, with yellow alerts across Calabria, Sicily, Abruzzo and Campania.
The warning covers Zone 1 — the Campana plain, Naples, the islands and the Vesuvian area — along with the Sorrentine-Amalfitine peninsula, the Sarno and Picentini mountains, the Tusciano and Alto Sele, the Sele plain and Alto Cilento, and Basso Cilento, while excluding Alto Volturno e Matese, Alta Irpinia e Sannio, and Tanagro, zazoom.it reported. The regional system divides the territory into eight zones: Zone 1 (Piana Campana, Naples, islands, Vesuvian area), Zone 2 (Alto Volturno e Matese), Zone 3 (Sorrentine-Amalfitine peninsula, Sarno and Picentini mountains), Zone 4 (Alta Irpinia e Sannio), Zone 5 (Tusciano e Alto Sele), Zone 6 (Sele plain and Alto Cilento), Zone 7 (Tanagro) and Zone 8 (Basso Cilento). The regional bulletin cites locally heavy rainfall, surface runoff that could carry debris, flooding of basements and ground-floor rooms, road inundation with possible overflow of storm drains, rising levels in minor waterways, and possible rockfalls and landslides in areas with fragile hydrogeological conditions, including terrain affected by recent wildfires.
Naples Lists Eight Underpasses and Sites Under Watch
The city identified eight locations where flooding risk is highest and which may be closed during heavy rain: the Via Claudio/Stadio San Paolo underpass in Fuorigrotta, the Viale dei Ciliegi underpasses in Chiaiano, the Via Vicinale Cupa San Severino/Via Antonio de Ferraris and Via Comunale San Severino/Via Fasano underpasses in Poggioreale, the Via Enrico Russo and Via Mastellone underpasses in Barra, the Centro Direzionale underpasses in Poggioreale, and the Arena Sant’Antonio area at Via Ben Hur in Soccavo. Residents are advised to avoid basements and ground-floor spaces, cut electricity immediately if flooding occurs, and approach underpasses with extreme caution, reporting unsafe conditions to emergency numbers 112, 113 or 115. Residents are also advised to watch for falling branches, trees, poles, signage or scaffolding near vertical structures, to signal any precarious stability of such elements to emergency services even in ordinary situations, to secure or remove movable items from windows and balconies, and to limit travel to strictly necessary trips.
Third Alert in Three Weeks
Friday’s yellow alert follows a string of weather warnings across Campania in October. An orange alert for storms with landslide and flooding risk was in force from midnight through the full day of Wednesday, October 21, and a previous alert was extended until 3 p.m. on Sunday, October 11, both according to zazoom.it. The regional alert system, updated under regional decree D.P.G.R. n. 245/2017, remains active as forecasters watch for isolated thunderstorms of moderate intensity.
