Rosanny Fabre Villa Faces Federal Charges in Berks County
Rosanny Fabre Villa, a 28-year-old Dominican citizen and permanent U.S. resident, faces federal charges after allegedly submitting a fraudulent voter registration form falsely claiming U.S. citizenship, diariolibre.com reported. Homeland Security Investigations (HSI) Philadelphia announced the arrest on Monday, marking a new turn in a sweeping federal crackdown on non-citizen voting irregularities.
Investigators state that Fabre Villa submitted the document on March 3, 2026, in Berks County, Pennsylvania. While the federal charging documents accuse her of making a false claim of citizenship on the application, the court records do not allege that she actually cast a ballot in a federal election. If convicted, she faces a maximum penalty of five years in prison and a fine. Nathan Abel, the special agent in charge for HSI Philadelphia, stated that the agency will continue working with partner law enforcement groups to investigate anyone violating federal election laws.
Earlier Federal Cases Across New Jersey and New York
Federal authorities have brought similar charges against multiple Dominican nationals in recent months, detailing a pattern of alleged unlawful registrations and voting stretching back several years. In New Jersey, 24-year-old Lizabeth Almonte Rosa was arrested on October 7 after federal prosecutors alleged she registered to vote in December 2021 before she obtained citizenship. Prosecutors state she cast ballots in the June 2022 primary and the November 2022 general election, then later denied those actions when she applied for naturalization. She secured U.S. citizenship in April 2024 and now faces felony counts for voting as a non-citizen and procuring citizenship through false statements.
In New York, Randy Pierre-Louis appeared before a federal judge in the Southern District of New York following his October 23 arrest. Federal agents from HSI accused the permanent resident, who entered the United States in July 1990, of visa fraud and making false statements regarding voter registration. Court records show Pierre-Louis has prior criminal convictions for robbery in 1994 and a weapons possession charge in 2012.
Luis Alberto DeJesus Faces Prosecution in North Carolina
Further south, Luis Alberto DeJesus, a 50-year-old permanent resident from the Dominican Republic, faced prosecution in North Carolina. He faces up to five years in prison for the false citizenship declaration and an additional year for voting as a non-citizen.
Federal officials announced charges against 63 individuals for offenses involving non-citizen voting, fraudulent registrations, and false citizenship declarations. Acting Attorney General Todd Blanche reported that federal prosecutors have charged 195 non-citizens across 25 states over a nine-week span. That brings the total number of individuals accused of election-related fraud under the current administration to 239.
Federal statutes mandate that only American citizens may vote in federal elections. Officials emphasize that the ongoing criminal complaints are merely allegations, and all defendants retain the presumption of innocence unless proven guilty in a court of law.
