McEnaney Family Firms Earned €35.6 Million from Dublin Homeless Accommodation in 2025

Companies owned by former Monaghan GAA manager Séamus ‘Banty’ McEnaney and his wider family received €35.6 million from Dublin City Council in 2025 for providing emergency accommodation to people experiencing homelessness. The payments represent a significant portion of the €225.9 million Dublin City Council spent on emergency accommodation and homeless food provision during the year.

Significant Payments to McEnaney-Linked Companies

According to figures released by Dublin City Council, a network of 15 companies connected to McEnaney and his family received €10.66 million in the final quarter of 2025. This constituted the highest three-month total paid to private companies for emergency accommodation throughout the year, representing €60.59 million overall.

Brimwood UC, a company owned by Mr. McEnaney, was paid €1 million for the final three months of 2025. Brimwood UC previously received €24 million in 2024 through State contracts for accommodating Ukrainians and international protection applicants, though 2025 figures for these services are not yet available.

Olenna UC, another firm controlled by the McEnaney family, received €2.7 million from the city council for emergency accommodation services in the same period. Two additional businesses run by family members received over €1 million each: Bluebros Hospitality Ltd (€1.34 million) and Andarna Ltd (€1.1 million), which was incorporated in June 2025.

Other Major Providers

The Dublin City Council data too reveals substantial payments to other private providers. Three companies owned by Kevin Farrell and Thomas McNicholas were paid a combined €4.73 million in the final quarter of 2025, adding to the €5.46 million they received in the preceding three months. These companies – Forbairt Órga Tearanta, K&T Forbairt Developments Ltd, and K&T Forbairt Properties Ltd – share a registered address at the Sheldon Park Hotel in Dublin 12.

Country Manor Hotels ULC received €3.07 million during the period, even as Loux Ltd, operating from Finnstown Castle Hotel, was paid €2.94 million in the final quarter, in addition to €2.85 million received previously. Loux Ltd’s accumulated profits increased by €1.27 million to €2.17 million by the end of 2024.

Budget and Homelessness Figures

Dublin City Council has allocated €406 million for all homeless services in its 2026 budget. Recent government figures indicate that 71% of adults in homeless accommodation nationally are located in the Dublin region, with over 8,184 adults recorded as homeless in December.
