FHFA Director Bill Pulte Announces Single Mortgage-Pricing Grid

Federal Housing Finance Agency Director Bill Pulte announced on X that Fannie Mae and Freddie Mac will consolidate their separate pricing matrices into a single, unified grid. Pulte stated that the change follows feedback from lenders and consumers, calling the previous two-grid structure a system that makes zero sense. The updated framework introduces VantageScore—a credit model created by the three major credit bureaus—directly into the pricing structure alongside the traditional FICO Classic score.

How Loan-Level Price Adjustments Dictate Housing Costs

When borrowers apply for conventional mortgages, Fannie Mae and Freddie Mac assess risk-based fees called Loan-Level Price Adjustments, or LLPAs. These fees determine the final interest rate a borrower receives and are calculated on a grid based heavily on down payment size and credit score. Historically, Classic FICO stood as the only credit score accepted on this grid. Lenders originating mortgages backed by Fannie Mae or Freddie Mac had to obtain and pay for a FICO score for every applicant.

Impact on Fair Isaac Corporation and Market Competition

The unified pricing grid allows VantageScore to share the exact same pricing structure as FICO, letting lenders bypass FICO entirely to determine LLPA fees and secure conventional loan approval. Shares of Fair Isaac Corporation tumbled 8% in after-hours trading following the announcement as investors reacted to the loss of industry exclusivity. FICO has used its dominant position in recent years to raise the fees charged to lenders for credit pulls. With VantageScore offering an FHFA-approved alternative on the same playing field, FICO faces direct price competition in a primary revenue stream. The FHFA has not yet specified a timeline for when the unified pricing grid will officially go live.
