The funding arrives amid an intensified aerial war, with Moscow targeting Ukrainian cities using hard-to-intercept ballistic missiles and jet-powered drones while Kyiv strikes the Russian oil industry and businesses.

Germany Allocates Billions for Military and Energy Aid

The newly announced financial package breaks down into two primary sectors. According to the Associated Press, approximately 1 billion euros ($1.1 billion) is earmarked for military assistance, which includes long-range strike weapons, combat drones, and satellite technology designed to allow Ukraine to target Russian launch pads. An additional 350 million euros ($395 million) is designated for winter energy aid to supply generators, substations, and repair work.

Complementing this state-level package, Ukrainian President Volodymyr Zelenskyy reported on X that the two countries also signed 15 bilateral agreements worth more than 8.5 billion euros ($9.6 billion). These accords focus primarily on security cooperation, weapons production and procurement, and the expansion of joint counter-drone initiatives.

Germany will fund the joint production of specialized drones intended to intercept incoming Russian jet-powered drones, as stated by Merz during the joint news conference. Merz noted that significant technical breakthroughs in recent weeks have accelerated manufacturing timelines.

Zelenskyy emphasized the urgency of these measures, stating that Russia deployed 900 jet-powered drones during the preceding week alone, while Ukrainian forces successfully intercepted only about half of them. Highlighting the role of F-16 fighter jets in countering the aerial onslaught, Zelenskyy stressed the necessity of continued air defense capabilities and noted plans to discuss ammunition supplies with U.S. President Donald Trump.

United States Proposes Trilateral Meeting to Explore De-Escalation

Alongside military negotiations, diplomatic channels are exploring potential de-escalation frameworks. Zelenskyy confirmed that he informed U.S. negotiators on Saturday that Ukraine is prepared to participate, and Kyiv currently awaits a response from Russia.
