The donations, made to political novice Michael Alfonso, have raised ethical questions given his father-in-law is Sean Duffy, former Congressman and current Secretary of the U.S. Department of Transportation.
Hudson Tunnel Project and Initial Concerns
The scrutiny began after the White House froze federal grant funding for the $16 billion Hudson Tunnel Project, prompting lawsuits from New York and New Jersey. Lobbyists with an interest in the tunnel project subsequently donated $2,500 to Alfonso’s campaign. This occurred despite the fact that Alfonso, 26, has no direct influence over the project’s funding.
Donations from Transportation-Related Industries
A ProPublica analysis revealed a pattern of donations from individuals and political action committees (PACs) connected to industries regulated by Duffy’s department, including rail, highways, shipping, and air travel. Many of these donors had not previously contributed to Duffy or his predecessor, Tom Tiffany. While legal, these contributions raise concerns about potential undue influence.
Among the donors are Jeffrey Miller, a finance chair of a recent presidential inaugural committee, and representatives from companies like Archer Aviation, Brightline, Lockheed Martin, and General Motors. Archer Aviation was recently selected to participate in a new FAA pilot program championed by Duffy to test electric vertical takeoff and landing (eVTOL) technology. Brightline, a high-speed train service, also received a DOT grant for safety improvements.

Sean Duffy has actively campaigned for his son-in-law, appearing at fundraising events and publicly endorsing Alfonso. Alfonso has also utilized the same fundraising consultant as Duffy and received support from a super PAC funded by Duffy’s former campaign committee. Alfonso has publicly pledged loyalty to former President Trump and his agenda.

While current laws do not explicitly prohibit Duffy from campaigning for his son-in-law, experts note a significant gap between legal compliance and ethical conduct. Daniel Weiner, director of the Elections and Government Program at the Brennan Center for Justice, highlighted the limited constraints imposed by existing regulations. The situation echoes past instances involving Cabinet secretaries and potential conflicts of interest, such as during the Trump and Obama administrations.

Construction on the Hudson Tunnel Project was temporarily halted due to the federal funding freeze but resumed after a court order. However, the bistate commission overseeing the project has warned of potential future disruptions if federal disbursements are not consistent. The influx of donations into Alfonso’s campaign continues to fuel debate about transparency and the potential for undue influence in government decision-making.
