Incheon’s Dong-gu Achieves Perfect Record in Livestock Hygiene and Reporting

Dong-gu, Incheon City, has distinguished itself as the sole local government in South Korea to attain a ‘double 100%’ success rate in both livestock product hygiene education completion and annual production performance reporting. This achievement highlights the district’s commitment to maintaining high standards in the livestock industry.

Unprecedented Compliance Rates

According to an announcement on March 10, 2026, a recent survey of 62 livestock sales businesses within Dong-gu revealed a 100% completion rate for hygiene education and a 100% rate for annual production performance reporting. This surpasses the national average of 57.86% for hygiene education completion among the 229 local governments nationwide, marking the highest level of compliance in the country.

Proactive Administrative Approach

Dong-gu’s success is attributed to a shift away from traditional reminder notices towards a more proactive, field-centered administrative approach. District officials directly visited businesses to provide one-on-one assistance with computer data entry. A ‘Door-to-Door’ service was also implemented to support self-employed individuals facing challenges with mobility or internet access, ensuring all businesses could meet their obligations.

Positive Outcomes and Future Plans

Through these efforts, all 62 businesses in Dong-gu successfully completed hygiene training and submitted their production performance reports on time, avoiding any administrative penalties. District Mayor Kim Chan-jin emphasized that assisting compact business owners in fulfilling their legal requirements represents true active administration. He further stated the district intends to present this successful model to the Ministry of Agriculture, Food and Rural Affairs and the Ministry of the Interior and Safety as a best practice example.
