Chancellor John Healey Confirms Minimum Wage Gaps for Younger Workers
Chancellor John Healey has signaled a potential departure from a core 2024 Labour manifesto promise by suggesting that younger workers might not receive the same minimum wage as others before the next election.
In 2024, the Labour Party pledged to remove discriminatory age bands and end the gap between the adult minimum wage and pay for 18 to 20-year-olds. However, following the recent Budget, younger workers will see the same increase as older workers, leaving a gap between the two rates this year.
By the year 2026, the hourly rate for individuals aged 18 to 20 is scheduled to increase to £11.27, whereas those aged 20 and over will receive a base rate of at least £13.21 per hour.
Trade-offs Between Employment Rates and Wage Parity
In an interview with the BBC, Healey addressed whether younger workers would be paid the same as older workers by the time of the next election. He stated that the government intends to take the process one step at a time, suggesting that Labour might abandon its plan to close the gap before the next election.
“There is no question about whether or if, it’s a question of when – it’s a question of how fast,” Healey told the BBC, emphasizing the need to evaluate economic trade-offs carefully. “I want to make sure we can look hard at those trade-offs that are there between jobs and wages.”
Healey further explained that the plan to equalise wages might be delayed, partly to encourage businesses to employ younger workers.
Political Reactions and Union Responses
The signaled delay is likely to anger trade unions and some on the left of the party, who view the manifesto commitment as essential for workplace fairness. “I want to take business, I want to take trade unions with me, and with the government, because together we have to get into what at the moment is a moral shame on this nation. A million youngsters – written off without any prospect of being helped into work and making contributions to this country for the future,” Healey told the BBC.
