Latvian Housing Benefits Rise for Winter Heating Season

Starting November 1, 2026, amendments to the Social Services and Social Assistance Law will take effect in Latvia, increasing housing benefits to help households struggling to pay for utilities. The updated rules remain active until April 30, 2027, according to an official statement from the Saeima of Latvia. Targeted social assistance requires municipal social services to assess household income, material situations, and housing maintenance expenses rather than automatically granting funds to all pensioners or families.

Calculated Coefficients for Targeted Assistance

Municipalities will apply increased coefficients when calculating housing assistance amounts instead of executing a flat-rate payment jump. For single pensioners and people with disabilities, the coefficient rises from 2.1 to 2.5. Households consisting exclusively of pensioners or people with disabilities see their coefficient increase from 1.7 to 2. Families with children under 18, along with students under 24, shift from 1.7 to 2. All other eligible households move from a coefficient of 1.3 up to 1.7.

Application Requirements and Municipal Processing

Residents who already receive housing benefits and have undergone a material assessment by their local social service do not need to reapply for recalculation. Municipal social offices will independently adjust payments using the new coefficients. Residents who have not previously received housing benefits but struggle to pay utility bills must contact their local municipal social service. These adjustments may make some households eligible for support that previously did not qualify.

Budget Allocations and Projected Recipient Numbers

Forecasts indicate that housing benefit recipients will increase by an average of 2,232 people per month, reaching a total of 37,610 beneficiaries. The average benefit amount per recipient is expected to climb from €149.19 to €174.11 per month. Total additional expenses for the state budget will reach €8.7 million, with more than €8 million dedicated to the benefit increases and roughly €602,000 allocated for additional payments to social service employees handling the extra workload.
