Fuel prices in Ireland remained steady heading into September, following a dramatic wave of increases throughout August driven entirely by global market conditions, according to data from AA Ireland and reports from RTE.ie.

Motorists absorbed sharp cost increases at service stations during August, with diesel prices jumping 19 cents to reach an average of €1.92 per litre, according to AA Ireland’s fuel price analysis. Petrol climbed by 9 cents over the same monthly period to average €1.84 per litre. That translated to an immediate financial hit for drivers, adding €9.50 to the cost of a standard 50-litre tank of diesel and €4.50 more for a tank of petrol.

AA Ireland pointed out that excise duty rates remained frozen through August. That meant the surging pump prices reflected international crude oil markets rather than domestic tax adjustments, with diesel bearing the heaviest burden.

“Excise duty did not change during August, so what drivers are seeing at the pumps reflects global market conditions rather than any change in tax,” an AA Ireland spokesperson said. “Diesel has borne the brunt of it this month.”

Phased Restoration of Excise Duty Begins

Relief at the pump is slated to shrink further as the Irish government begins unwinding temporary excise reductions introduced earlier to combat cost-of-living pressures. Temporary cuts of 27 cents per litre on petrol and 32 cents on diesel—which included the National Oil Reserves Agency (NORA) levy extended in June—expired at the end of August.

Beginning in September, a phased restoration of excise duty takes effect. The schedule involves:

  • September: An increase of 9 cents on petrol and 10 cents on diesel.
  • October: An increase of 8 cents for each fuel type.
  • November and December: Increases of 5 cents for petrol and 7 cents for diesel per month.

Opposition figures called on the government to delay the tax unwinding schedule. However, a government spokesperson defended the timeline, noting that state support measures had surpassed €1 billion to ease cost pressures.

“The current measures are deliberately time-bound and targeted—because our approach must be both responsive and responsible,” the government spokesperson said. “Of course, as recent developments highlight, the situation remains fluid, and there will no doubt be further ebbs and flows before a new equilibrium is reached in global oil markets.”

Breakdown of Current Fuel Taxes and Charges

Data from AA Ireland highlights the heavy tax burden baked into everyday fuel purchases across the country. Total taxes, levies, and charges account for nearly half of what motorists pay for petrol and well over a third of diesel costs.

Excise duty is a fixed monetary amount charged per litre of mineral oil, meaning it does not fluctuate when base retail prices shift. Carbon tax operates similarly, calculated per tonne of carbon dioxide generated. The NORA levy sits at 2 cents per litre on products like petrol, autodiesel, and kerosene to fund strategic national oil reserves, while the Better Energy charge helps fund energy efficiency obligations for fuel companies.
