The Champlain Hudson Power Express transmission line faced a setback when infrastructure repairs required the removal and replacement of a damaged cable section on the United States side of the border. According to Lynn St-Laurent, a spokesperson for Hydro-Québec, the company that manufactured the line sent experts to investigate the cause of the damage, which was first reported by trade publication RTO Insider.
Repair teams completed the removal and replacement of the faulty portion. According to Hydro-Québec, remaining work and necessary post-repair testing were scheduled for completion by the weekend.
Startup Challenges and Regional Grid Reliability
Energy infrastructure projects frequently encounter startup hurdles before achieving full operational status. Normand Mousseau, a physics professor at Université de Montréal, told the Gazette that equipment on major transmission lines often cannot be fully tested until it goes live, making initial operational hiccups common for this type of infrastructure.

Similar challenges have affected the New England Clean Energy Connect line. That project stretches 145 miles from Quebec to Maine, opened in January, and has experienced outages that limited the flow of energy into the Northeast.
Despite the disruption on the Champlain Hudson Power Express line, New York’s power grid maintained stability. Kevin Lanahan, a spokesperson for the New York Independent System Operator, stated that planning studies did not assume the project would be active during the summer. That precaution helped the grid perform reliably through a regional heat wave earlier in the month, reinforcing the core reliability planning principle of avoiding reliance on any single project.
Long-Term Investments and Hydropower Constraints
Constructing massive transmission lines requires massive long-term capital investment. Utilities and regional grid operators intend for these corridors to supply power regularly as equipment undergoes stress testing and utilities begin to feel more confident in system reliability.
Quebec’s hydropower fleet has experienced intense drought over the past three years, which has drawn down water reserves used for electricity generation. Even with fully operational transmission lines, prolonged drought conditions could limit the volume of abundant hydropower available for export across the border.
