District Deficit Forces 18 Million Euro Loan Plan in Rottweil

The Rottweil district administration cannot finance its current responsibilities from ongoing revenues, forcing officials to plan for 18 million euros in new loans for 2027. District Administrator Christoph Keckeisen delivered this assessment to the district council in his first budget speech.

The upcoming budget cycle marks the fourth time the district has failed to achieve a balanced financial result. While the budget lists 31.5 million euros in investments, ordinary revenues fail to cover ordinary expenses including depreciation. Federal special funds provide nine million euros in grants, but everything beyond external subsidies requires debt financing.

Several cost drivers strain district finances. The social welfare budget requires nearly six million euros more, representing an increase of over six percent. Meanwhile, the better tax strength of local municipalities reduces key allocations by nearly five million euros. Real estate transfer tax projections dropped by 1.75 million euros, and public transit needs increased by 1.2 million euros. Despite staff reductions, tariff agreements increased personnel costs by 1.5 million euros.

District Allocates Millions to Infrastructure and Expands Digital Services

Planned investments of 31.5 million euros are slightly lower than the 34.9 million euros recorded in the current year. Road and bicycle path construction claims 12.3 million euros, while a new administrative building accounts for 9.6 million euros. Construction on a district parking garage, which recently started, accounts for four million euros. The district job center costs 11.1 million euros, with the district covering just under three million euros of that total.

Alongside financial pressures, digital service expansion continues. The district offers 125 online processes through the OZG dashboard. The homepage recorded approximately 250,000 visits, and the online citizen service logged around 50,000 views. A new homepage chatbot named KRO-KI launched on October 29 to answer routine inquiries around the clock.

Administration officials faced planning uncertainties because the draft budget had to be prepared before the state published its budget decree. This timing meant the district lacked definitive figures for per-capita amounts, social compensation funds, and status-quo adjustments during the drafting phase.

The district council committees will review the budget proposals over the coming weeks. The youth welfare committee is scheduled to convene on November 9 at the evangelisches Gemeindehaus in the Johanniterstraße, with the final budget vote planned for December 14.
