School Staff Health Insurance: MIM Plan Details and CUB SUR Protests

Italian school staff can apply for a complimentary supplementary health insurance policy provided by the Ministry of Education and Merit (MIM) starting September 10 through September 20, 2026, according to ministry announcements outlining the new welfare measures. The coverage applies to more than 1.2 million employees across the country, encompassing teachers, administrative staff, technical personnel, and school directors. Enrollment is entirely optional and requires explicit submission through a dedicated portal.

Policy Administration and Covered Services

The supplementary healthcare service will be administered by UniSalute in co-insurance with Poste Assicura Spa and Intesa Sanpaolo Protezione Spa, according to MIM documentation. To assist beneficiaries, the ministry released a comprehensive healthcare plan guide alongside frequently asked questions detailing eligibility criteria, activation timelines, and assistance procedures. According to official guidelines, the activation carries no direct cost or hidden deductions from employee paychecks. Enrolled personnel receive supplementary coverage designated for major surgeries, preventative care, and select medical treatments.

Union Opposition and Criticisms

The insurance plan has drawn substantial criticism from labor organizations, including the Turin branch of the United Basic Confederation (CUB SUR). In a formal statement released to the press, CUB SUR voiced strong opposition to the initiative, arguing that the policy diverts funding away from public education and contributes to the dismantling of state welfare systems by routing worker funds into private financial channels. Instead of backing private coverage, the union stated its commitment to launching campaigns defending public healthcare, state-run education, and employee wages.

CUB SUR outlined multiple objections regarding the long-term impact of the policy, asserting in its public communication that the program funnels capital into private healthcare while weakening public infrastructure. The union statement further cautioned that participants would face deductibles, spending limits, and waiting lists even within private networks, claiming that the primary objective of private insurers centers on corporate profit rather than patient health. According to CUB SUR’s analysis, the four-year duration of the complimentary policy serves to integrate school personnel into private banking and insurance networks managed by Unipol, Intesa Sanpaolo, and Poste Italiane.

Enrollment Procedures for School Personnel

Eligible personnel seeking to join the program—including teachers, administrative and technical staff (ATA), school directors (DS), and administrative directors (DSGA)—must complete their registration independently. The process is not automatic. Interested workers must access the designated function located within the restricted area of the official MIM portal before the September 20, 2026 deadline to secure coverage under the UniSalute, Poste Assicura, and Intesa Sanpaolo Protezione framework.
