Shanghai is rapidly establishing itself as a leading center for artificial intelligence (AI) manufacturing, fueled by significant investment in talent, infrastructure, and a supportive government policy environment. Growth and Scale of Shanghai’s AI Industry
As of December 24,2025,Shanghai registered a total of 139 large AI models . The city boasts a substantial AI talent pool, with nearly 300,000 professionals-approximately one-third of the nation’s total . This concentration of expertise is driving innovation and economic growth.
The output of Shanghai’s 394 AI enterprises with annual revenues exceeding 20 million yuan reached 435.49 billion yuan ($62.35 billion) in the first nine months of 2025, representing a 39.6% year-over-year increase. Combined profits for these companies totaled 40.78 billion yuan, reflecting an 11.4% increase from the previous year.
Government Support and Strategic Planning
The growth of Shanghai’s AI industry is deeply rooted in the city’s broader industrial modernization strategy. The Shanghai Municipal government is actively promoting AI applications across key sectors, fostering a dynamic ecosystem, and laying the groundwork for large-scale development during the 15th Five-Year Plan (2026-2030) .
Recent governmental action, including the implementation guidelines issued by the Ministry of Industry and Information Technology and seven other central government departments, aims to secure a reliable supply of key AI technologies and establish China as a global leader in AI manufacturing scale and capacity by 2027.
Impact on Industry and Enterprise
Companies operating in Shanghai are already experiencing the benefits of AI integration. Gu Guifeng,Vice President of Shanghai Kaiquan Pump (Group) Co Ltd,notes that AI applications are accelerating design processes,shortening product delivery times,reducing costs,and improving success rates.
While the adoption of AI in industries like construction is still in its early stages, the potential is recognized as vast. yu Fangqiang, Chief Information Officer of Shanghai Construction Group, stated that while currently accounting for 10% of daily operations, AI’s future impact on the group will be virtually unlimited.
Industrial Internet and Digital Conversion
Since 2022, Shanghai has strategically focused on key industries like automobiles, high-end equipment, and aerospace. This focus has led to the certification of 42 enterprises as “industrial internet pioneers” dedicated to driving digital and intelligent transformation. These efforts have connected over 360,000 enterprises, empowered more than 7,000 core companies, reduced operational costs by 20%, and lowered equipment energy consumption by 10% .
At a recent conference, 21 new enterprises were certified as industrial internet pioneers, highlighting the ongoing commitment to innovation and collaboration.
