Singapore’s re-entry outcomes for retrenched workers have softened as shifts in the hiring market force more job seekers to pivot across different industries, The Straits Times reported. Minister of State for Manpower Foo Cexiang stated that 54.9% of retrenched residents returned to employment within six months during the second quarter of 2026, marking a drop from 60.7% in the first quarter.
Assuming New Roles to Tackle Workforce Pressures
Foo assumed his new ministerial appointment on Sept 1, 2026, taking on portfolios in Manpower alongside energy, trade and industry. The 41-year-old first-term Tanjong Pagar GRC MP noted that he encounters constituents facing hurdles when attempting to switch fields after retrenchment or struggling to find proper job fits after completing reskilling programs. Statistics suggest that returning to the workforce is growing more difficult as hiring sectors shift. Consequently, job seekers increasingly look outside their original industries, a transition frequently complicated by reduced pay and the inertia of starting over in knowledge, relationships and more.
Studying Fractional Work and Flexi-Load Programs
To ease these employment barriers, the Ministry of Manpower (MOM) is examining alternative employment structures. Such an option grants greater freedom and adaptability, making it potentially ideal for seasoned older employees who prefer concentrating on their core strengths rather than undertaking all responsibilities tied to a standard full-time position. Additionally, the Tripartite Workgroup on Senior Employment, which includes MOM, recommended on Oct 26, 2026, a new flexi-load programme and a dedicated programme office.
Addressing AI Integration and Career Entry Risks
Artificial intelligence presents another pressing challenge for the modern workforce. Prime Minister Lawrence Wong and President Tharman Shanmugaratnam recently raised similar concerns, while Foo specifically pointed out the threat of potential layoffs at the entry-level tier of the professional ladder, which will affect fresh graduates most severely. MOM is collaborating with the Skills and Workforce Development Agency (SWDA) and Employment and Employability Institute (e2i) to examine why some job seekers stay stuck.
Future Leadership Shifts and Upcoming Schedules
Government restructuring continues into the upcoming year, with Jalan Besar GRC MP Shawn Loh scheduled to join as Minister of State for Health and Education in January 2027. Meanwhile, Foo aims to identify the underlying characteristics of domestic-facing sectors to develop targeted measures for productivity challenges and issues like difficulty in hiring workers, as well as rental, fuel and energy costs.
