The Ministry of Climate, Energy, and Environment launched the “Ten Million Climate Citizens Movement” on September 10, 2026, introducing a centralized digital platform to turn public climate declarations into actionable carbon-reduction rewards. According to the Ministry, the initiative follows the June debut of the “Republic of Korea Climate Action” campaign and aims to unite individual behavioral changes under a structured national framework.
South Korea Launches 10 Million Climate Citizens Movement With Digital Declaration Platform
The push comes as South Korea and neighboring regions face intensifying extreme weather events. The Ministry cited August’s prolonged heatwaves, droughts, and heavy rainstorms in Geoje as local examples of complex climate disasters, alongside severe Himalayan glacier melting in Nepal that caused major flooding and over 1,000 casualties.
Unified Digital Platform and Climate Citizen IDs
To facilitate participation, the Ministry launched an integrated portal at cpoint.or.kr, building on the existing carbon-neutral points green lifestyle portal and the Carbon Pay mobile app. Citizens who register can sign an online climate declaration to receive a digital “Climate Citizen ID” viewable via the website or mobile application.
To drive adoption through the end of 2026, the government is offering an initial 1,000 carbon-neutral points—equivalent to 1,000 KRW—to users who complete the online declaration. An additional 1,000 points will be issued to participants who successfully practice and verify at least one of ten core climate actions.
Ten Core Climate Action Pledges
The Ministry outlined ten foundational commitments for participating citizens:
- Reducing carbon emissions to protect the planet
- Generating electricity through solar and wind power
- Walking or bicycling for short distances
- Using public transportation and switching to electric vehicles
- Electrifying building heating and hot water systems
- Cutting plastic use and promoting resource circulation
- Planting trees and coexisting with nature
- Protecting water and air quality
- Preparing only necessary food portions to minimize waste
- Building sustainable village communities with neighbors
Targeted Monthly Campaigns and Reward Structure
The Ministry plans to feature a specific monthly focus to keep participants engaged. October 2026 is designated for bicycle commuting. While public bicycle sharing systems like those in Changwon currently offer 100 points per kilometer, participants in other regions will receive separate point incentives through special events.
Future monthly priorities will include installing household balcony solar panels and renting electric vehicles. Existing carbon-neutral point members must complete a separate declaration step to qualify for the new bonuses, while new green cards issued moving forward will automatically integrate the Climate Citizen ID features.
