French Education Ministry Mandates Annual Remembrance Ceremonies Amid Pushback

By a directive issued on July 2, 2026, the French Ministry of National Education ordered school administrators to organize an annual commemorative ceremony honoring civilian and military “Dead for France” within the eight working days surrounding November 11. The order requires schools to integrate the event into pedagogical programs, drawing criticism and strike calls from the SUD éducation union over concerns regarding the militarization of students.

The directive applies to elementary schools, middle schools, and high schools across the country. An attached ministerial guide instructs educators to study various past wars and conflicts ahead of the ceremonies. For students in France’s overseas territories—who have been mobilized since August 31, 2026—and descendants of former colonies, the curriculum may include studying the colonial wars of Indochina and Algeria.

Curriculum Integration and Concerns Over Potential Instrumentalization

The official purpose of the ceremony is to symbolize individual sacrifice for common values, according to the ministry. To support the events, the ministry encourages the participation of police, gendarmerie, and military forces inside school grounds. This provision has drawn sharp opposition from teacher unions, as many high school students spent recent weeks protesting outside their schools and facing police interventions.

The ministerial guide also allows headteachers and school directors to invite local elected officials to participate. Unions note that center-to-far-right politicians are already seeking to use these ceremonies for political display ahead of upcoming presidential elections. In municipalities where the National Rally has gained elected officials, the risk of political instrumentalization remains particularly high.

Union Response and Calls for Strikes Across Schools

During the ceremonies, students are expected to maintain silence, pay attention, and sing a protocol-aligned version of the Marseillaise. SUD éducation argues that the required attitude and strict behavior codes will increase repression against students, mirroring the enforcement seen during recent demonstrations. The union characterizes the ceremony as an attempt to condition young minds toward a war effort and divert schools from their educational missions.

SUD éducation is demanding the full withdrawal of the July 2, 2026 circular. If the ministry refuses, the union has instructed its members to pass opposing motions in school councils and board meetings. Furthermore, the union is organizing trade union information sessions and calling on educators to stage a massive strike on the day of the ceremony to disrupt its execution, while encouraging local counter-rallies outside school gates.
