Swiss Foreign Minister Ignazio Cassis Visits North Korea to Reopen Diplomatic Office

Swiss Foreign Minister Ignazio Cassis Concludes Rare Pyongyang Visit

Swiss Foreign Minister Ignazio Cassis has concluded a two-day visit to Pyongyang, marking the first trip by a Swiss government minister to North Korea since 2003. The diplomatic mission centered on normalising political relations, re-establishing direct dialogue with the regime, and addressing regional security concerns on the Korean Peninsula.

The high-level trip accompanied the formal reopening of the Swiss diplomatic office in the North Korean capital, which had been closed in March 2020 due to the Covid-19 pandemic. The office has been operational again since October 19. Unlike a full embassy, the office does not have an ambassador and instead reports to the Swiss Embassy in Beijing, which continues to handle consular and diplomatic relations with North Korea.

High-Level Meetings and Diplomatic Reopening in Pyongyang

During the visit, Cassis met with Foreign Minister Choe Son Hui and Jo Yong Won, Secretary of the Central Committee of the ruling Workers’ Party of Korea, to discuss the regularisation of political ties. The discussions also covered broader Eurasian security challenges alongside the immediate security situation on the Korean Peninsula. Writing on the social media platform X, Cassis described the reopening of the mission as a concrete step toward strengthening direct contact with the authorities of the Democratic People’s Republic of Korea (DPRK).

North Korea’s state news agency KCNA confirmed Cassis’s arrival in the country on Thursday, though it provided no specific details regarding the agenda of the visit. It had not been known beforehand whether he would meet North Korean leader Kim Jong Un, and no such encounter has been reported.

Regional Context and Cross-Border Remarks in South Korea

Following the conclusion of his engagements in the North, Cassis crossed the border into South Korea on Friday to begin the final leg of his three-day regional trip. Switzerland’s involvement on the Korean Peninsula spans more than 70 years, extending from its participation in the Neutral Nations Supervisory Commission to its mediation efforts.

Simultaneously, German Chancellor Friedrich Merz visited the inter-Korean border during a trip to South Korea. Merz invoked Germany’s historical reunification during his remarks at the border zone. “Let us hope that Korea, too, will one day have the chance to regain its national unity,” Merz said, noting that the experience of reunification had been raised on several occasions during his talks in Seoul.
