U.S. Defense Proposal in Cebu

Serious partners train together, learn together, plan together, and build the confidence and competence necessary to prevent conflict, U.S. Secretary of War Pete Hegseth said Wednesday in Cebu, Philippines.

Hegseth proposed a new defense cooperation framework with Southeast Asian nations during a meeting with ASEAN defense ministers. The initiative calls for closer maritime cooperation and stronger regional militaries capable of defending their sovereignty. Washington aims to deter coercion and aggression while avoiding unnecessary escalation through an approach Hegseth described as strong, quiet, and clear.

Sharp Knife 2026 Drills in Guangzhou

The U.S. proposal arrived just a day after Chinese and Indonesian troops opened their Sharp Knife 2026 joint army training in Guangzhou. According to China’s Defense Ministry, the military exercise runs through early November. Participating forces were organized into mixed formations for tactical coordination, reconnaissance, communications, unmanned systems, sniping, and counterterrorism drills.

For Jakarta, military engagement with both Washington and Beijing reflects an effort to maintain balanced relationships. Lin Ying-yu, a scholar of international affairs and strategic studies at Taiwan’s Tamkang University, told VOA that Indonesia hopes to use counterterrorism or nontraditional security issues to strengthen cooperation with China.

Indonesian and American Partnership Growth

Indonesia has simultaneously expanded its longstanding defense relationship with the United States. In April, Hegseth and Indonesian Defense Minister Sjafrie Sjamsoeddin announced a Major Defense Cooperation Partnership. The pact centers on investigating high-tech asymmetric operations covering autonomous, undersea, and maritime technologies, alongside broader commando instruction and readiness-enhancement initiatives.

A State Department spokesman told VOA that defense and security cooperation with Indonesia remains a core pillar of their Comprehensive Strategic Partnership. The representative further remarked that Beijing ought not leverage its military ties with Jakarta to pursue its goals of economic, military, and political hegemony over Southeast Asia.

ASEAN Maritime Priorities and Regional Friction

Hegseth’s Wednesday proposal extends cooperation to the regional level ahead of the 50th anniversary of formal U.S.-ASEAN relations next year. He identified maritime domain awareness, military interoperability, and cooperation among navies as priorities, stating that Washington is ready to begin work with Singapore as it assumes the ASEAN Defense Ministers’ Meeting-Plus chairmanship.

The ASEAN gathering concluded Thursday amid renewed friction between Beijing and Manila. While Beijing blamed a nameless Philippine lawmaker for trying to block its involvement, Philippine Defense Secretary Gilberto Teodoro pointed out that China had received an invitation and a chance to share its perspective. China was represented by a military attaché rather than its defense minister, according to Reuters.
