Vietnamese General Secretary and State President To Lam and Russian President Vladimir Putin oversaw the exchange of numerous bilateral cooperation agreements in Moscow during a high-level state visit, according to coverage by the Vietnam News Agency (VNA). The newly inked pacts span a broad spectrum of sectors, covering justice, finance, investment, transport, ethnic affairs, energy, nuclear safety, science and technology, education, and mineral resources.
Judicial, Financial, and Transport Accords
According to official reports, the newly signed documents include a Memorandum of Understanding (MoU) focused on the digital transformation of judicial bodies between the ministries of justice of both nations. The Ministry of Finance of Vietnam and the Ministry of Economic Development of the Russian Federation also signed an MoU aimed at strengthening investment cooperation. Additionally, the Ministry of Construction of Vietnam and the Ministry of Transport of Russia established a framework for professional education and human resource training tailored to the transport sector.
Financial and institutional ties expanded further with an MoU between Vietnam’s Ministry of Finance and the Russian Direct Investment Fund designed to promote joint investments. Meanwhile, the Vietnam National Energy and Industry Group, known as Petrovietnam, along with the Zarubezhneft Asia–VSP–PVEP consortium, secured an investment registration certificate. In administrative cooperation, Vietnam’s Ministry of Religious and Ethnic Affairs and the Federal Agency for Ethnic Affairs of the Russian Federation finalized an MoU concerning ethnic affairs.
Energy, Nuclear Safety, and Technology Partnerships
Energy and technological agreements formed a substantial portion of the Moscow meetings. Petrovietnam and Rosatom Additive Technologies signed a pact to establish an additive technology center and transfer the production of 3D printing inks, as reported by VNA. Petrovietnam also entered into a framework agreement with Zarubezhneft to study potential investments in a strategic crude oil reserve system within Vietnam, alongside a separate cooperation and investment pact involving the Petrovietnam Exploration and Production Corporation and Zarubezhneft Asia.
In the scientific and nuclear sectors, the Vietnam Agency for Radiation and Nuclear Safety and Russia's Federal Service for Environmental, Technological and Nuclear Supervision exchanged an agreement governing radiological and nuclear safety management for peaceful atomic energy applications.
Resource Exploration and Geological Research
To expand maritime and resource collaboration, the Vietnamese firm Bien Dong Mineral and Russian company Morion LLC exchanged an MoU to explore joint initiatives in geological research, marine surveys, evaluation, and mineral resource exploration across Vietnam’s maritime zones. These comprehensive agreements underline a shared commitment by Hanoi and Moscow to deepen strategic and economic integration across multiple professional disciplines.
