Uninsured Vehicle Seizures Surge in Ireland, Database Proves Effective
Irish authorities seized nearly 20,000 vehicles in 2025 for lacking valid insurance, a significant increase facilitated by the Irish Motor Insurance Database (IMID). The IMID, utilizing automatic number plate recognition technology, has become a crucial tool for An Garda Síochána in identifying and detaining uninsured drivers.
Record Seizures and Charges
A total of 19,673 vehicles were seized by gardaí in 2025 for being driven without insurance, according to a report from the Motor Insurers’ Bureau of Ireland (MIBI). This figure represents a substantial increase since the implementation of the IMID system. Over the first two years of using the new insurance database, a total of 38,546 vehicles have been detained. 51,024 charges and summons have been issued to those apprehended for driving without insurance since 2024, with 25,009 of those occurring in 2025.
How the IMID Works
The IMID system allows gardaí to quickly check the insurance status of a vehicle using automatic number plate recognition (ANPR) technology or through mobile devices. The database contains vital information including policyholder details, vehicle registration numbers, and the names of drivers permitted to operate the insured vehicle. This data is supplied by motor insurers, brokers, fleet owners, and motor traders, and is shared with the Department of Transport and An Garda Síochána.
Growing Database and Fleet Compliance Concerns
By the end of 2025, the IMID included details for 4,589,494 valid driver numbers and 3,646,638 vehicles. However, the MIBI has identified a compliance issue with fleet vehicles. Thousands of fleet vehicles are still missing from the National Fleet Database (NFD), despite a legal requirement for fleet owners and motor traders to upload this information. Fleet owners who fail to comply risk prosecution and fines of up to €500 per vehicle.
Financial Impact of Uninsured Driving
The MIBI estimates that claims involving uninsured drivers add approximately €35 to the cost of motor insurance policies for insured drivers.
Industry Response
David Fitzgerald, CEO of the MIBI, stated that driving without insurance has been a long-standing problem in Ireland. He expressed satisfaction with the impact of the IMID, noting that over 38,000 vehicles have been seized and over 51,000 charges and summons have been issued since the system’s implementation.

The MIBI plans to collaborate with An Garda Síochána and other stakeholders to improve compliance with the National Fleet Database regulations in the coming year. The continued success of the IMID is expected to further reduce the number of uninsured vehicles on Irish roads and contribute to safer driving conditions.
